General JW Phelps was a notable career US Army officer serving on the Western Frontier before the War. He organized the first Civil War first black regiments, at Camp Parapet, New Orleans, on his own initiative and against Lincoln's orders. The CS Government responded by declaring him an outlaw and putting a price on his head. An original US Army recruiting receipt signed by Phelps as Lt, 4th US Artillery, Sept 16, 1842. 1p 8 x 11" ink.
