Lots of marks from when this stone was pecked and ground to create what this is. I think basically it is an effigy of a fish that was worked into this long rectangular stone tool that has a fish tail on its end. What it specifically is I can only speculate. I do know for definite sure it was a stone that was worked into this piece by human hands in our ancient history by the indigenous peoples or the natives of the same geographical area that I call home today. It's a nice stone and would be an excellent addition to any collection.
