The thumb and index finger are touching and there is an embossed Lotus Flower in the center of the palm. Further down at the wrist, is an ornate design that makes a bracelet section. There is a metal hanger at the top back for wall hanging.

The Vitarka Mudra is also sometimes called The Mudra of Instruction.
